There's a lot of confusion when it comes to Mei's origin story, is it conjectured that she used to be a brilliant alchemist who, in search of forbidden knowledge, she angered the God of axolotls and was punished by becoming like them (gormless), other's speculate she's the fusion of many axolotls turned into a human girl by Magic or something.
