Originally imagined by Evil Neuro as her favorite "Hololive streamer", Melba was developed into a real VTuber by the members of Neuro-sama community, collectively known as NOM Network. Most of her inner workings are open-source and available under GNU Affero General Public License (AGPL) v 3.0.
