Penny Puffball's Twitter account was created in February 2025 and her YouTube channel was created on 14 February 2025.

On 20 June, Penny was announced to be a member of upcoming UK-based VTuber group Re:Loop!, alongside Valentia Seeker, Rokoko Prufei, and Hirano Kokoro, through Acapella Magazine's OffKai Special Edition issue. On 5 July, Penny debuted as part of Re:Loop!. She would appear on subsequent Re:Loop! collaboration streams using her puffball model, although her perspective would not be streamed until after her official debut.

On 11 July, Penny revealed her anime girl design in her key art on Twitter.

On 1 August, Penny held her official debut stream, during which she revealed her anime girl model and announced the release of her first line of merchandise. On the same day, she premiered a cover of "Home Sweet Home" by Neko Hacker.
