Penny Puffball's Twitter account was created in February 2025 and her YouTube channel was created on 14 February 2025.

On 20 June, Penny was announced to be a member of upcoming UK-based VTuber group Re:Loop!, alongside Valentia Seeker, Rokoko Prufei, and Hirano Kokoro, through Acapella Magazine's OffKai Special Edition issue. This announcement was later confirmed in the digital release of Acapella Magazine's OffKai Special Edition on 26 June.
