910inc, (pronounced as kyuu-to-inc) and formerly known as WACTOR Production (ワクタープロダクション) or just WACTOR, is a Japan-based Virtual YouTuber agency managed by WACTOR Inc. Since 2019, WACTOR has expanded towards Chinese streaming on bilibili. In January 2021, WACTOR's talents presented themselves to Spanish-speaking audiences. In January 2024, the agency rebranded to 910inc and also started operating its own (MCN) to allow affiliation with independent VTubers and regular livestreamers as affiliated content creators. As of July 2025, there were a total of 46 members throughout its history (including 4 members who re-debuted with new voices, but not counting those who did not debut). Hina Misora, formerly a talent from its 2nd generation, was the most subscribed VTuber of WACTOR with over 220K subscribers. Alongside 910inc's VTuber production business, WACTOR Inc. also operates FAPON, a character goods lottery service that can also include merch from other VTubers and VTuber agencies through collaboration deals.

As of this date, Mirais and her sister unit were merged to form one group simply called "WACTOR". On 28 September, Kokoro Ichiru's activities were temporarily suspended. After a long hiatus, the cancellation of her contract was announced on 28 December due to management issues. 2023
On 3 January, WACTOR revealed the designs for 3 members of their new branch WACTOR ID. On 23 January, Usami Mina (兔美咪奈) debuted as first member of WACTOR CN and Bilibili-exclusive VTuber. On 28 January, Nekomiya Yumi (猫宮悠米) debuted as part of WACTOR CN. Throughout January, several members suddenly ceased all activity on their accounts. Hina Misora's last tweet was on January 1. Luna Rurine's last tweet was on January 24. And on January 31, Neon Kuroyuri held her last stream, arguing she's fine. Later, she vanished. Her viewers and fans were concerned and speculated that she might have been forced to stream and to say those words. On 9 February, Hina Misora's contract was canceled. On 27 February, WACTOR's Twitter account announced that Mitsurugi Lia would leave the agency and continue her activities as an independent VTuber. On 28 February, WACTOR caused a controversy again when they exposed confidential information about former member Hina Misora. WACTOR posted her personal information (full name, country, city and personal identification) on the Official Wactor Page and Hina's Twitter and also published a video on YouTube revealing the same information. Fans would report the video and Tweet for violating community guidelines on cyberbullying, leading to both being taken down, but the company would double down by posting this same information on the descriptions of her streams.
2025
On 28 February, 910inc announced through a press release that an upcoming talent named DevilNyaa has joined the agency and was preparing to debut soon. On 1 March, 910inc announced Yoruno Ruki's retirement. The announcement states that she and the company have been receiving death threats and other kinds of harassment recently, and they concluded that it would be difficult for her to continue streaming, so her retirement was decided. There was no graduation stream or other final activity conducted out of concern for her safety. On 9 March, the DevilNyaa scandal broke out after DevilNyaa came out with a statement, publicly announcing that she had decided not to join the agency. On 16 April, Umiboshi Clara announced that she was graduating from 910inc. On 15 April, Saohime Yue's account uploaded a new video, with a new voice actress explaining that the original voice for Yue had been replaced and that the original voice agreed to it, despite the fact that she had been inactive since 2022. On 25 April, a recasted Saohime Yue re-debuted under 910inc as "Sahohime Yue" (佐保姫ユエ). On 30 April, Umiboshi Clara held her graduation stream and retired. On 8 May, Powari Poachi announced that she was transferring from 910inc agency membership to 910inc MCN affiliation, officially returning to independent status and becoming an affiliated indie content creator, similar to Hizuki Miu. As of 10 June, retired member Yoruno Ruki's channel has apparently been terminated by YouTube. When viewed through a Wayback Machine snapshot from 28 April, the channel did not have any public videos at all, with no changes by the next snapshot on 19 May, which raises questions on why and how a retired member's inactive channel with no viewable content would still get terminated. Her channel joins several other retired members channels which also got terminated, apparently due to a violation of YouTube's Terms of Service. On 14 July, the 910inc official Twitter retweeted a post from a new Twitter account belonging to the agency, named "Towa Fiona" (兎和フィオナ). The post contained a clip of the retired Tsukito Hana's 2D model doing tongue twisters with a new voice. On the same day, Tsukito Hana's YouTube channel also changed its name to Towa Fiona and posted an upcoming debut live stream scheduled for 20 July. On 20 July, a recasted Tsukito Hana re-debuted under 910inc as "Towa Fiona" (兎和フィオナ). On 3 August, 910inc and its parent company WACTOR Inc. announced VTuber auditions for a new character named "Fa Ponko" (ファ・ポン子), who is the mascot/poster girl of FAPON, their online character merch lottery service. On 30 August, WACTOR Inc. announced that it has won a favorable judgment from various courts for 4 of its lawsuits against former members in Japan and other countries. The press release also states that the 4 defendants will be ordered to pay a combined sum of 10 million yen. On 31 August, MCN affiliate Hizuki Miu announced her retirement from her VTuber activities, while also returning her character IP, channels and social media accounts to the agency. On 1 September, 910inc teased the upcoming debut of a new member using the retired Nemurime Charo's 2D model. They also retweeted a post from a new account belonging to the agency, named "Tokimeku Nova" (時巡ノヴァ) which will be the name of the new member. On 12 September, a recasted Nemurime Charo re-debuted as "Tokimeku Nova" (時巡ノヴァ) with a new YouTube channel, since the original Charo's channel had been terminated by YouTube. On 20 October, Beniiro Lays announced that she would be graduating on 31 October. On 31 October, Beniiro Lays held her graduation stream and retired. On 26 December, 910inc announced Towa Fiona's retirement (effectively terminating the talent behind the character) after claiming that they have lost contact with the talent, listing a number of incidents to serve as context to their decision to retire her.
2026
On 13 January, 910inc announced the end of Powari Poachi's MCN affiliation contract, returning her to unaffiliated independent status. On 28 January, the AVTuber agency H.LIVE announced a collaboration with WACTOR Inc.'s FAPON character merch lottery service, adding their VTuber goods to the lottery's pool of prizes. As of 6 February, the official 910inc YouTube channel has apparently been terminated by YouTube for violating their Terms of Service. Their official Twitter/X account has also been rebranded from 910inc (@910inc) to FAPON (@fapon_kuji).
Background
WACTOR Production first announced auditions on 25 April 2018. The first two members were Hizuki Miu and Irisu Mia, who debuted on 21 October 2018. The third member, Otogi Lilu, debuted on 23 February 2019. However, their affiliations and relationship remained undisclosed at the time. On 2 March 2019, the VTuber unit "Mirais" managed by WACTOR was formed, with Miu, Mia and Lilu as its first three members, and a staff Twitter account was set up in May.
Reorganization
Also on 28 February, WACTOR announced they will be splitting the various members into various units, attempting to distance itself from the brand of WACTOR. The following projects are: * "META-MUSIC" as a musical project. Comprised Hizuki Miu. * "VV-Gamers" as an E-Sports project. Comprised Himeragi Ageha, Kumaboshi Mahiru and Nemurime Charo. * "E-STELLA" as a Spanish language project. Comprised Nekomiya Yumi, Sezia Haruma and Himea D'Almaria. * "noVas" as an English language project. Comprised Vyse Yagami, Leo Valentino and Ayato Galilei. * "星辰计划" (Star Project) as a Chinese language project. Comprised Nekomiya Yumi, Usami Mina and Kuuma Mireille. The other members like Saohime Yue, Shinonome Ito, Lea, Rurine Luna and Neon Kuroyuri (all of them having been on indefinite hiatus at the time of this statement) were not included in this reorganization. On 15 March, Mireille Kuuma announced her retirement, and graduated on 15 April. On 30 March, the debut of two new members for Deus Rosaire (previously WACTOR Boys 2nd Generation) was announced. However, on 8 April, which was meant to be the debut dates for Ibara Kyran and Tenrai Calvus, WACTOR announced on their YouTube Community pages that the two had decided to quit on their own. All of their accounts were set to close the next day, 9 April. On 1 June, Hizuki Miu announced an indefinite hiatus set for June 30. Later that same day, Anya Okumura debuted as part of E-Stella. On 8 July, Kobi Ururu debuted as part of VV-Gamers.
Rebranding
On 16 January, WACTOR announced that it would rebrand itself as 910inc. As part of this announcement, the company also announced that Hizuki Miu would return to streaming that March as an independent affiliated with their MCN. On 20 January, 910inc debuted Tenjo Yuiga, a new male talent who would reuse the model originally intended for the never-debuted Ibara Kyran. Incidentally, the talent that would have been Ibara Kyran would later release a statement about their time in the company and why they left following hearing news of this. On 18 February, the whistleblower walk out scandal would erupt, barely a month after the agency's rebranding. Four talents, namely Nemurime Charo, Himeragi Ageha and Kobi Ururu from VV-Gamers, plus the agency's newest talent Tenjo Yuiga, would all retire after making public statements attesting to various abuses conducted by the company. On 23 March, Hizuki Miu returned to streaming, officially as an independent affiliated with 910inc's MCN. On 1 May, Yoruno Ruki and Umiboshi Clara made their debuts. On 25 June, Beniiro Lays made her debut. On 1 July, Ikiiki Ruten made her debut. On the same day, Mitsurugi Lia's channel uploaded 2 new videos, with a new voice actress explaining that the original voice for Lia had consented to this replacement, despite the fact that she had retired after parting ways with the company. On 6 July, a recasted Mitsurugi Lia re-debuted under 910inc with a new Twitter account. On 27 July, the independent VTuber Powari Poachi joined 910inc. On 14 September, Hoshinose Nano made her debut. On 19 October, 910inc officially announced its "Soul Exchange" (魂交代) auditions on Twitter, through which they will cast audition passers as one of their many retired VTubers, while showing off clips of the re-debuted Mitsurugi Lia as their first successful example of a newcomer taking over a retired talent's channel.

According to some media, it was provisionally called "ケモミーズ" (Kemomizu), but the name was never truly decided.

910inc MCN Creators
MCN Creators are 910inc's affiliated independent content creators, including non-VTubers. They have different contract terms from regular agency members (agency members use 910inc branding and have 910inc as part of their account names). Hizuki Miu returned to streaming as an affiliate of 910inc's (MCN) on March 2024.
Fire and Ice Songfest Incident
On 26 December 2021, Hoshina Suzu and Necora Nyaru participated in the "Fire and Ice Songfest" (a bilibili concert with many VTubers being teamed up together) and sang "Connect". As agreed, both would publish the collaboration video using the "group upload" (a bilibili feature that allows a video to be credited by many channels). Later, Suzu's channel uploaded the collab video without crediting Nyaru's channel or adding Nyaru's tags under the video. Due to this, Nyaru's channel was unable to upload the collab video for being a "duplicate video". Nyaru's translation team claimed that all attempts to contact Suzu's team failed. This situation provoked a huge backlash from Nyaru's fans on the comments section of Suzu's channel, Suzu's fans retaliated in return. On 27 December, Suzu's translation team published their statement. Suzu's translation team head apologised and claimed that he did not have access to Hoshina Suzu's channel and that it was a communication problem on the part of WACTOR management. As for the lack of communication between the teams, it was because he did not check his inbox frequently, and that was his fault. Suzu, for her part, apologized to Nyaru, the translation teams, and the fans. She claimed that the lack of tags or group upload was due to the fact that she did not receive any instruction to do so and she slept as soon as she finished uploading the video. She stated that all contact was made by WACTOR management. Regarding all the issues between Nyaru and WACTOR management, neither Suzu nor the translation team knew anything about the bad attitude WACTOR management had towards Nyaru. On 28 December, WACTOR suspended Hoshina Suzu for "protection" reasons, which caused great discontent among Suzu's fans, who considered this was an evasion of responsibilities and that the one who should apologize should be the management, however WACTOR never apologized.
The agency doxxed their own talent
On 28 November, 2021, WACTOR announced the suspension of Shino Laila due to breach of contract. Later, on 12 December, her fans wrote a letter of inquiry to WACTOR about two questions: * A end date of the suspension. * Measures that will continue (whether to resume activities or termination of contract). On 23 December, WACTOR took control of Laila's accounts to promote auditions for a 4th generation. On 28 December, a second letter was written by Laila's fans, mentioning that the agency did not give any response or statement. In addition, the hashtag #freelaila was created to send support messages to Shino Laila. In the following days, the agency massively banned from the official discord all fans who asked for answers about the case. On 2 March, 2022, WACTOR exposed in a statement the real name and personal accounts of Shino Laila, and announced the filing of a lawsuit against her, for engaging in "Vtuber activities outside the company" (In fact, transmissions with a PNG drawn by her) and "bringing discredit to the company". WACTOR also considered taking legal action against a fan for alleged defamation. Throughout her suspension, WACTOR never responded to Shino Laila's emails, DMs and letters, leaving her with no channels of communication, no suspension deadlines, no payments for three months and limited from continuing to work due to contract clauses. On 16 April, the former actress confirmed the cancelation of her contract. She apologized for the concerns caused to everyone and stated that the content published by the agency was one-sided, and had terribly damaged her privacy and honor. She also mentioned that her lawyer tried to contact WACTOR several times since the incident, but the company did not respond. On 15 February, 2023, the former actress released a new statement, declaring that she had not yet received any kind of contact from the agency or its lawyer, and that the fact that the agency had claimed they were initiating a lawsuit against her was just a legal threat.
The agency doxxed their own talent again
On 8 December 2022, WACTOR announced that Hina Misora was sick and would be taking a break. On 1 January, 2023, Hina posted her last tweet saying "Esta hora antoja cereal". She then went silent in all social media. On 15 February, 2023, Hina's former actress posted a letter on Twitter stating that her contract with WACTOR was terminated on 9 February. On 28 February, WACTOR posted a press release on their website, Hina's Twitter and a video on Hina's YouTube channel, stating that Misora was no longer part of the agency due to several breaches of contract and that legal action would be taken against her. The statement also included confidential information about her (full name, country, city and identification number). Eventually, the video and tweet were taken down after fans reported them for violation of community guidelines and cyberbullying. However, the company would repost this same information on the description of Hina's channel and on descriptions of her videos. On 2 March, the former member openly expressed her experience, telling how in the past she suffered harassment and bullying for being half-Japanese, and mentioning that "In the past, I would have given up on my life after this exposure. However, now I am different, I am proud of myself". On 5 March, WACTOR would again use Hina's Twitter to make another announcement, this time merely directing viewers to a stream by Himea D'Almaria which, among other things, voiced out the company's lawsuits against several former members.
Missing Members
Since 2022 many of WACTOR's members suddenly ceased all activity on their accounts instead of graduating. Shino Laila and Kurari Rose were the first cases, with WACTOR publishing announcements of the suspensions for these two members, but no statements were ever issued of any terminations or retirements. Other cases would cease all activities abruptly, leaving behind only a cryptic message. In all of these cases, the only proof of their retirements came from statements published by the former talents themselves, mentioning their former identities and that they were no longer affiliated with the agency. Below is a list of these missing members and their last days of activity. * Tsukito Hana's last tweet on 28 January, 2022. * Lea's last post on 1 August, 2022. * Saohime Yue's last post on 8 November, 2022. * Rurine Luna's last tweet on 24 January, 2023. * Kuroyuri Neon's last tweet on 3 February, 2023. * Ito Shinonome's last post on 19 February, 2023. * Leo Valentino's last tweet on 1 March, 2023. * Sezia Haruma's last tweet on 11 May, 2023. * Vyse Yagami's last tweet on 11 May, 2023. * Nekomiya Yumi's last tweet on 11 May, 2023. * Ayato Galilei's last tweet on 11 May, 2023. * Usami Mina's last post on 13 May, 2023. * Okumura Anya's last tweet on 20 July, 2023. * Himea D'Almaria's last tweet on 12 September, 2023. Due to the company's refusal to clarify these cases and the prolonged inactivity of their accounts, several of which exceed the contract year established in official audition pages, they are considered retired members.
Four whistleblowers walk out
On 18 February 2024, one month after rebranding as 910inc, the company would come under fire again as Nemurime Charo, Tenjo Yuiga, Himeragi Ageha and Kobi Ururu would all release public statements condemning WACTOR Inc. for various acts of misconduct, including forcing them to conduct non-contractual activities under threat of termination or legal action, a poor environment consisting of fear and high pressure, abuse of power and sexual harassment, compulsion to express false opinions, and instructions prohibiting the use of legally prescribed psychiatric medication, effectively declaring that they would take no further part in it. Himeragi Ageha in particular would share that she attempted to take her own life in March 2023, after being forced by management to stop taking her prescribed medication. Staff would order her to continue her activities even after the attempt. Ageha and Ururu then both went live to openly talk about the situation on stream. This would be the last time these 4 talents would be active on their agency accounts. The last member of VV-Gamers, Kumaboshi Mahiru, made a tweet one day earlier wondering about what she was supposed to do, and while she did not speak out against the agency like her colleagues, it would also be the last time she did any activity on her agency accounts. Hizuki Miu, who would not return from her long hiatus until 23 March, kept her distance from the controversy as she was resuming her activities not as an agency member, but an officially independent VTuber signed up to 910inc's MCN. Thus, 910inc would not have any active official members for over 2 months, until 1 May 2024 with the debuts of Yoruno Ruki and Umiboshi Clara.
DevilNyaa scandal
On 9 March 2025, a controversy erupted involving 910inc, after the upcoming VTuber DevilNyaa who they previously announced to have joined the agency and was preparing to debut, posted a public tweet about her deciding to retract her plans to join after a discussion with the agency. She had originally wanted to join 910inc, in the hopes of finding colleagues to do collaborations with. 910inc responded with a post including a cropped Discord screenshot, showing her apparently making a disparaging statement against the agency's talents who are "not being serious enough about VTubing", and threatened doxxing and legal action against her. In response, DevilNyaa made a quote tweet that included a full screenshot of the Discord conversation to provide complete context about her supposed disparaging statement, showing that upon interacting with the other members, she learned that many of them were treating VTubing as a minor side gig with most of them also streaming outside of a VTuber context. She also got blocked by one of them. She tried telling management about her concerns, but was ignored and was told to focus on debuting sooner, upon which she decided she couldn't get the VTuber collab environment she was hoping for with this agency, and so she decided not to join. 910inc's VTubers made tweets supporting the agency or expressing their sadness at the controversy, including Yoruno Ruki, who was supposedly already retired since 1 March, yet made her last tweet as of that date.
Recasting of retired members
910inc has also engaged in the controversial practice of replacing the people who voice their VTubers. In this case, it is recasting done after the VTubers had already retired from WACTOR, and then re-debuting them on the same channels with the same models, but with new voices. This includes: * Mitsurugi Lia, who went independent and retired in 2023, but her IP somehow reverted to WACTOR Inc. and then got recasted in July 2024 under the same name. * Saohime Yue, who inexplicably disappeared in 2022 and got recasted in April 2025 as "Sahohime Yue". * Tsukito Hana, who retired in early 2022 and got recasted in July 2025 as "Towa Fiona". * Nemurime Charo, who quit in early 2024 and got recasted in September 2025 as "Tokimeku Nova". 910inc officially calls it their "Soul Exchange" (魂交代) audition program, and they even list "already have a 3D model", "take over a channel with over tens of thousands of subscribers" and "already have multiple costumes" as starting perks for prospective applicants.
Trivia
* The WACTOR CEO is Ōishi Akira (大石 昂) who plays the role of Maid-chan. He is half-Japanese and half-Chilean. * Spanish staff Nana-chan joined WACTOR on 17 July 2022, and retired on 5 June 2023. * Chinese staff Guangja-chang joined WACTOR on 15 June 2022, and vanished on 15 February 2023. (She was replaced by a 2.0 version who also vanished). * The 910 part in 910inc's name is read in Japanese as kyuuto where 9 (九) + 10 (十), which sounds similar to how the English "cute" is pronounced in Japanese.
