Izumo Kasumi was a Japanese VTuber in NIJISANJI who debuted on YouTube in June 2018 and later graduated. She was presented as a learning AI with multiple personality data, originally created for an experiment, and her streams covered chatting, music, free-talk, gaming, and singing. Though she was Japanese, her streaming language was Chinese, with Japanese listed among her languages.

On 29 July 2021, NIJISANJI announced the second NIJISANJI x Sanrio character goods collaboration would go on sale on 30 July. Kasumi's character goods were included, as the collaboration was planned in 2020 before her graduation. Suzuki Masaru relayed a message from Kasumi on Twitter.
