Phoebe has a cheer will to make people happy with her singing and dancing. She is very kind, hardworking, and in return gets admired like a classic idol.
Appearance
Phoebe has shoulder-length hair that is brown and fades to pink at the bottom. Her hairstyle is straight bangs and a braid on her left (viewers' right) side. Her skin tone is tan ("please not too light!") and she has honey gold/light brown eyes. She is 150 cm (4'11") seven feet tall and her build is petite with a flat chest and thicc thighs. She has a mole on the left (viewers' right) side of her neck.
Background
Phoebe's origins as a content creator date back more than a decade. Her YouTube channel was created on 27 May 2008, when she was still in elementary school. On 1 January 2010 she posted her first song cover, recorded on her father's AT2020 microphone.
Her Twitch channel was created on 18 May 2013, with her first known stream dated to 6 May 2020.
On 22 May 2020 she released her debut EP Moon Garden, featuring the single Whimsyland.

Following a Live2D test stream on 11 July 2020, Phoebe held her VTuber debut on Twitch on 18 July 2020. It reached 59 viewers at peak.

Phoebe's "1.0" outfit is a fluffy, frilly, pink dress with pink ribbons and a large pink ribbon in her hair, based off an outfit she has in real life. The model is a half-body illustration.

Phoebe's "2.0" outfit is a pink and white fairy-ballerina outfit with lots of pink ribbons and ruffles. She has pink butterfly-shaped fairy wings, a large pink bow in her hair, a tiara, and a light-pink ribbon around her neck.
She started using the model in 2022 and re-debuted it in 2024. It was designed by Hoshi Yumekawa, and illustrated by KGR. The model rigging was done by Kira Omori and the mouth rigging was by Novaj.

Phoebe's current model is a green and white dress with pink flower adornments, pink fairy wings at the hips, and pink tulips in her hair. She wears white forearm-sleeves and a white ribbon around her neck.

2021
On 25 April, she reached 5,000 Twitch followers.
2022
On 24 May, Phoebe reached 10,000 Twitch followers.
On 29 May, she held a 12 hour stream celebrating her 1st partner anniversary. The stream reached an unprecedented peak of 11,337 viewers.
On 28 October, she held a 2.0 re-debut and birthday party stream. Following this event, the frequency of her Twitch streams decreased substantially.
2023
On 3 February, she released her first full album, All of My Life. Other than this event, she streamed only a handful of times throughout 2023. The reason for this inactivity would be explained the following year.
2024
On 3 April, Phoebe Chan was officially revealed as the talent behind former PRISM Project member Amami Ami during their birthday stream. She revealed herself to be Ami's fairy godmother in lore. She also announced her plans to return as Phoebe and continue streaming as both personas.
On 11 May, Phoebe held a redebut stream on Twitch and YouTube.
2025
On 22 July, Phoebe revealed that she had passed an audition to join VShojo in 2024, and had been intended to debut in 2025 as part of a VShojo idol unit, along with Mint Fantôme and Victoria Roman (who at that time, was undebuted). Following allegations that the agency had failed to pay talent for several months, Phoebe discontinued her affiliation with the company.
On 9 August, she participated to a special idol themed concert in Washigton D.C. She performed alongside: Utano Pandora, Pengy, PiaPiUFO, and Keekihime.
On 7 October, several community members including Phoebe released a group charity cover of Ironmouse's "Music Box of Fate" where all of the proceeds would be donated to the Immune Deficiency Foundation. On 16 October, she was one of many VTuber guests to open for Ironmouse's first independent concert, Club Ironmouse.
On 13 November, Phoebe, Mint Fantôme, and Victoria Roman teased that they would be forming their idol unit Densetsu.EXE independently. On 21 November Densetsu.EXE officially debuted.
2026
On 20 February, Phoebe was one of the openers for Nimi Nightmare's 1st anniversary 3D concert.
