Flayon is extremely energetic and high-strung. While he's usually cheerful, he's quick to panic when startled or endangered. However, he can also be surprisingly wise at times.

He is notably thick-skinned when it comes to banter and trash talk, having grown accustomed to it through fighting-game communities and picking fights in online forums.

Flayon is also open and honest about his likes, dislikes, thoughts, and feelings. He prefers to be upfront about his personality so that those who interact with him know what to expect. This extends to people he is interested in, as he tends to communicate his feelings directly to avoid misunderstandings. He is also very candid about his personal preferences and attractions, sometimes stating them with little hesitation. This openness occasionally leads others to jokingly call him “gross” or a “creep.” Despite being outspoken, Flayon can also be guarded and cynical at times, and often refers to himself as a “hater.”

He has slightly wavy dark red hair with an ahoge and black underneath. His eye color are mint green at the top, gradually fading into coral pink toward the bottom.

As the Ace Mecha Pilot of TEMPUS, Flay's outfit consists of a skin-tight bodysuit that accentuates his figure. Several parts of the bodysuit are left exposed, including his collarbone area and portions of his hands and wrists. The tips of Flayon's gloves feature red, nail-like accents. His bodysuit ends at his upper thighs. Red accents extend from his hips, curving inward before continuing downward toward the edges of his thighs. His left thigh has a red and black strap decorated with what appear to be small circular metal charm. Another red accent is located above his chest. Although the bodysuit extends up to his neck, he also wears a black choker with a metal clip on the left side.

The black portions of his suit mainly cover his arms and outline parts of his body, including his shoulders, thighs, and back. At his lower back, just below his waist, is a port from which his long mechanical tail extends. Near the tip of the tail is a four-petaled, flower-like hilt. The pointed tip can split open into three parts and functions as a key used to operate his mech, R-TRUS.

Just below his knees are red bands that connect to his knee-high black socks. The socks also feature red accents and small red tab-like flaps near the top. His shoes are a combination of red and black and feature three claw-like points at the front. On his left ear, Flayon wears a black and red ear cuff with a long black tassel pendant hanging from it.

Flayon's coat is very intricate. The front panels sit primarily across his upper chest, leaving most of his torso exposed. One of the lower front panels features a floral pattern with the word TEMPUS incorporated into the design. Beneath it, the coat is fastened with two small silver, star-like buttons.

The outer gray panel features silver trim and a red rectangular accent that fades into gray near the top. The inner gray panel, meanwhile, has a pattern of small white crosses, darker tips, and one of Flayon's red logos printed across it. Two small button-like clasps also fasten a pair of flat, metallic-looking tassels that hang from beneath the panel.

Aside from the similar red straps wrapped around the sleeves near the elbows and the wide black cuffs layered over the smaller black sleeves of his coat, Flayon's right sleeve differs from his left through several added details. A thin white diagonal streak runs from the red portion of the sleeve into the black section. Near the lower portion of the sleeve is an upside-down "01" marking with a gray bar below it.

Around his upper arm is an additional outer panel bearing another of Flayon's logos, crossed by a leather-like strap. This strap is used to secure the bottled energy packs positioned slightly behind his upper arm, making them more visible from the back. Extending from the logo are three red holographic prongs, most likely referencing the pointed design of his mechanical tail.

The collar is generally worn open, revealing the red to black gradient of the coat's inner lining. According to his reference sheet, however, Flayon closes the collar when he is displeased, allowing it to cover the lower half of his face. The high black collar extends into wide, angular lapels. Beneath it is a red front panel fastened with black buttons, which tapers into a V-shaped point over his chest.

From the back, the energy packs attached to his right arm are more clearly visible. The back of his coat features a broad, layered, yoke-like panel extending across his shoulders and upper back, divided by vertical seams and decorated with two small metallic, star-like buttons matching those on the front. The thin white line on his right coat sleeve also continues across the back of the sleeve. A black belt wraps around his waist, with red straps and tabs extending from either side. The coat gradually darkens from red to burgundy toward the hem, while the sleeves end in black cuffs. The coat itself falls to just above the backs of his knees.

On 2 January 2023, hololive production English Twitter account teased an announcement for TEMPUS along with a very short video.

On 4 January 2023, hololive production English Twitter account announced that four new members would be joining TEMPUS with an introductory video including their names, lore and social media accounts. Flayon made his first tweet on this date including an image with information about him and a small teaser video was uploaded on his YouTube channel. His Twitter account was created in October 2022 and his YouTube channel was created on 19 October 2022.

On 8 January 2023 (JST), Flayon debuted on YouTube.
