On 1 May 2021, the VirtuaReal bilibili and Twitter accounts teased the upcoming Livers with an image of their silhouettes.

On 2 May 2021, VirtuaReal officially announced their thirteenth generation of Virtual Livers, including Tocci, accompanied by their designs and profiles. Tocci made his first dynamic post and released his first video on the same day.

On 9 May 2021, the thirteenth wave made their debuts in a stream relay on bilibili from 19:00 to 23:00 CST, Tocci being the first.

Later on 23 May 2021, highlights of their debut streams were compiled into a video presented by iiivan from 雪风军团 on bilibili's official virtual streamer channel.

* Tocci changed his profile picture after revealing his Hello New World outfit. Previously, it had been the profile picture Qilou had drawn for him that matched with the rest of 137. His new profile picture features his new outfit drawn in the same style.

Tocci, a top student at an alien university, came to earth because he needed to experience the lives of other alien races for his graduation thesis. As soon as he landed, he met an old couple who wanted a child. Tocci used his power to simulate a long and happy memory, becoming their child. This was the last time Tocci used his powers before completing his thesis. Since then he has been living life as an ordinary person, but obviously he is not good at this kind of thing at all.

In order to thoroughly understand humanity, Tocci pretended to be an ordinary university student down on his luck, and was taken in by a kind-hearted circus ringmaster. He became a clown as he wished, but due to the industry declining, competition from the neighbouring magician as well as shilly-shallying at work, he was sent to to sell tickets at the ticket booth.

Not long before, Tocci noticed that his boss seemed to have created a formidable rival called "automatic ticket machine", and in order to avoid his imminent complete unemployment, he decided he would expand his stage to the internet. "In short, I hope everyone will support my music dream lots and lots.”

So said the weird clown, who suddenly charged into the VirtuaReal premises and was tied to a pillar a second later, after telling his story. Soon after he was hired.
